A Runtime Resource Overlay (RRO) that overlays the telephony app (com.android.phone) with resource values shipped on the product partition. An RRO changes the resource values of a target package at runtime without altering the target's code, so when the phone app resolves an overlaid resource it gets the overlay's value instead. This package is not hand-written but emitted by the Android build: the AOSP build script that generates these overlays writes a manifest whose package name is literally "<target>.auto_generated_rro_<partition>__", which is exactly the shape of the name seen here, with "product" recording the partition it is installed on. The same script marks the overlay static (android:isStatic="true") and assigns it a priority, deliberately giving product-partition overlays a higher priority than vendor-partition ones so that results stay deterministic when both overlay the same resource. On this site it is seen signed by Google and by OEMs including Samsung, Motorola, OnePlus and OUKITEL, because each vendor's build produces its own copy. It exists to keep a build's product-level overrides of the phone app's resources separate from the app itself. Which resource values a given build puts in it is build-specific and could not be sourced, so this note describes the overlay's role rather than its contents. It has no launcher icon and is applied by the platform's overlay manager rather than opened by a user. Version note: this is a build artefact rather than a feature, so which auto-generated RROs a device carries, and what each contains, varies by OEM, build and Android release. No specific Android release that changed the role of this particular overlay could be sourced, so treat its contents as build-specific rather than assuming they are the same across versions. For Android Enterprise, EMM and kiosk use it plays no part in enrolment or policy and exposes nothing interactive. Disabling it would drop whatever product-partition overrides of the phone app's resources the build shipped, reverting those resources to the values in the phone app itself; since the affected values are build-specific and unknown, treat removal as caution and test per device rather than as routine cleanup.
