System Wi-Fi resources, a resources-only package rather than an ordinary app. It is the ServiceWifiResources APK: it carries the overlayable defaults and configuration values (config.xml and overlayable.xml) that Android's Wi-Fi service reads at runtime, kept in a separate package so device makers can tailor Wi-Fi behaviour with Runtime Resource Overlays (RROs) without changing the core Wi-Fi code. It has no launcher icon and is not user-facing. Version note: Wi-Fi was moved into an updatable Project Mainline module in Android 11, so from Android 11 onward this resources package is versioned alongside that module and can be patched through Google Play system updates independently of the base OS build. For Android Enterprise, EMM and kiosk use this is system Wi-Fi infrastructure, not optional software, and it has no role in enrolment or policy. The Wi-Fi service depends on it for its configuration, so it should be left in place rather than disabled or removed.

• Re-signed by each device maker with its own platform key - 11 different certificates appear across 7 device makers in our sample. That is the signature of a stock AOSP/system package every OEM builds and signs itself, not a single maker's or a third party's preinstall. These are platform-level keys: they also sign the Android framework itself. At least one observed build is signed by a third-party (carrier or partner) certificate.
