Meta App Manager, a third-party system component made by Meta (Facebook) and signed with Meta's own key, not by Google or by the device maker. It is preinstalled into the read-only system image on many OEM devices (it has been observed on Samsung, Xiaomi, OPPO, motorola and ITEL handsets) as part of a small Meta suite alongside Meta App Installer (com.facebook.system) and Meta Services (com.facebook.services). Its job is to help keep Meta's own apps (Facebook, Messenger, Instagram, WhatsApp) up to date, coordinating updates outside the Play Store. It carries no launcher icon and is not a user-facing app. In an Android Enterprise, EMM or kiosk context this is preinstalled OEM bloatware rather than platform infrastructure. It commonly appears in a work profile or on a fully managed device because the OEM has flagged it as a "vital" app in its firmware configuration. The maintainer's enterprise guidance notes that such apps can slip through GMS or Play Protect certification and surface on managed devices, rather than appearing by deliberate design. It plays no part in enrolment, policy or Android's core function, so it is generally safe to disable. System apps are never fully removed (they are part of the read-only system image); they are disabled and hidden, which you can do through your EMM's system-app management if it is supported. The only reason to leave it enabled is if Meta apps are deliberately in use on the fleet and you want them to keep updating through Meta's channel rather than the Play Store. Version note: this is OEM and firmware dependent rather than tied to an Android release. These Meta system stubs still ship on many devices and firmware builds, so whether they are present varies by make, model and firmware build rather than by Android version. Some makers appear to have reduced the Meta apps they preinstall in recent years, but this could not be tied to a specific dated source here.

• Its largest observed manifest declares 12 permissions: 1 runtime (user-granted), 7 install-time and 4 vendor or uncatalogued.
