Meta Services, a third-party system component made and signed by Meta (Facebook), not by Google or the device maker. It is preinstalled into the read-only system image on many OEM devices (observed on Samsung, Xiaomi, OPPO, motorola and ITEL) as part of a small Meta suite alongside Meta App Manager (com.facebook.appmanager) and Meta App Installer (com.facebook.system). It is described as providing shared background services and libraries that Meta's own apps (Facebook, Messenger, Instagram, WhatsApp) rely on. It has no launcher icon and is not a user-facing app. In an Android Enterprise, EMM or kiosk context this is preinstalled OEM bloatware rather than platform infrastructure. It usually appears on managed devices because the OEM marked it "vital" in firmware; the maintainer's enterprise guidance notes that such apps can slip through GMS or Play Protect certification. It has no part in enrolment, policy or Android's core function, so it is generally safe to disable and hide via your EMM's system-app management where supported. If no Meta apps are installed it simply sits dormant; keep it only where Meta apps are in deliberate use. • Signed by a third-party certificate (carrier or partner), not stock AOSP or Google - Meta, and that single certificate is consistent across all 28 device profiles.
• Its largest observed manifest declares 8 permissions: 1 signature or system-level, 5 install-time and 2 vendor or uncatalogued.
• APK size ranges from 0.6 MB to 5.5 MB across the reporting device profiles, so the build differs substantially between them.
• Reported as an updated system app on 11 of 28 profiles - a newer build is installed over the one in the system image there.
