Samsung's own Common Criteria application lists name the package directly: "Sound picker", com.samsung.android.app.soundpicker, version 10.0.00.49 on the Galaxy Note20 Ultra 5G Android Q listing and 10.0.11.8 on the Galaxy S21 Ultra 5G Android R listing. This site records builds from 10.0.12.8 to 10.0.17.5 targeting API 30 to 37. The permissions recorded here include READ_MEDIA_AUDIO, the external storage read and write permissions, MODIFY_AUDIO_SETTINGS, VIBRATE, WRITE_SETTINGS and WRITE_SECURE_SETTINGS. That set is consistent with a chooser that lists the audio on a device, previews it, and writes the selected tone back into system settings. Samsung's support pages describe the user-facing flow - Settings, then Sounds and vibration, then Ringtone or Notification sound, with an Add option for using your own audio file - but those pages do not name this package, so read the link between the package and that flow as inferred from the device label and the permission set rather than as documented behaviour.
