Beyond that label Samsung publishes no description of the package, so the detail below comes from the manifest recorded on this site. It is preinstalled and Samsung-signed with certificates that also sign the framework, and it has no launcher entry of its own in our sample, which fits a component reached from another app's menus rather than from the app list. It is also large for a settings surface, from roughly 32 MB to 69 MB, and it declares an unusually broad permission set, up to 166 distinct permissions. The telephony core of that set is what you would expect of call configuration: CALL_PRIVILEGED, MODIFY_PHONE_STATE, READ_PRIVILEGED_PHONE_STATE and CONTROL_INCALL_EXPERIENCE, alongside READ_CONTACTS. It also holds WRITE_SECURE_SETTINGS, MANAGE_USERS, INTERACT_ACROSS_USERS, CAMERA and INTERNET, so it is a privileged component that can change secure settings and act across users on the device, not a sandboxed preferences screen. The permission set recorded here also includes bind permissions for Samsung's on-device AI services, including several under com.samsung.android.intellivoiceservice (speech recognition, translation, summarisation and correction services), com.samsung.android.aicore and com.samsung.android.scs. This site aggregates permissions across all observations of the package rather than reporting them per build, so which builds declare them cannot be established from the record. Samsung does document call-time AI features on Galaxy devices, with Live Translate turned on under Settings, Galaxy AI, Call assist, Live translate, or from the Phone app's own settings menu. We have not found a source that ties those features to this package, so treat the connection as an unconfirmed reading of the manifest rather than a fact. Version note: the package does not appear in Samsung's Common Criteria application list for the Galaxy S7 LTE (Android 8), while the Galaxy S20+ 5G (Android 10) list records version 11.1.55.23 and the Galaxy S21+ 5G (Android 11) list records 12.1.00.29. This database's sample then runs from 13.1.00.196 to 18.0.00.106 with target SDKs from 31 to 37. Read that absence carefully: those lists are per-device inventories, so the package missing from one Android 8 model is not evidence of when Samsung introduced it. What the figures do show is that the major version has advanced steadily across the releases covered. Samsung publishes no changelog for it, so whether its role changed across those releases could not be sourced, and the AI service bindings noted above cannot be attributed to any particular release from this site's aggregated record. No observation in our sample is marked Play-eligible, so it ships and updates with firmware on the devices we have seen. For Android Enterprise, EMM and kiosk fleets, we found no source identifying it as an enrolment or policy dependency, and on a data-only or kiosk device with no voice service its user-facing value is close to nil. Against that, it holds privileged telephony permissions and can write secure settings, which means other parts of the Samsung dialling experience may expect it to be present. On a voice-enabled fleet, expect disabling it to take away the call settings surface, and possibly the call-time features reached from it, so manage the user-facing side with policy where you can and treat removal as a change to prove on one device first. If your deployment has a privacy or AI-usage position to hold, the AI service bindings are worth reviewing on your own build rather than assuming the behaviour matches an older device.
