Labelled "HandwritingService" on the device and signed by the Samsung OEM keys that also sign the Android framework. The package name is Samsung's own handwriting SDK namespace, and the package declares a permission in that same namespace for updating handwriting resource languages, alongside internet access. Read together, that is a handwriting recognition component that other Samsung apps call into, with some notion of per-language resources that can be updated, rather than an app with a screen of its own. Samsung publishes no documentation for the package itself, so that reading comes from its name, label and declared permissions and is not a vendor statement. The user-facing feature it plausibly serves is documented: Samsung Notes converts S Pen handwriting to typed text and offers a handwriting language setting. Samsung does not document how that recognition is performed, or which component performs it, so the link between the feature and this package is our reading rather than something we could source. The package also records the phone state permission, which we note as observed because we could not source an explanation for it. Version note: in our sample the package appears only on Samsung devices, across API levels 28 to 37. Samsung states that the feature to convert handwritten text is only available for devices with an S Pen, so the presence of this package on a device does not by itself tell you the feature is available there. We could not source any Android or One UI release in which this package's role changed, and Samsung has not documented one. For Android Enterprise, EMM and kiosk deployments it has no enrolment, security or management role. On pen-equipped devices used for note taking or signature capture, if this is the recognition engine behind that feature then disabling it would be expected to break handwriting to text conversion, so leave it alone there unless you have tested otherwise. On fleets with no pen and no handwriting input it is a more reasonable removal candidate, but because we could not source what else on a Galaxy build binds to it, test on a single device before applying it more widely.

INTERNET Allows the app to create network sockets and use custom network protocols. The browser and other applications provide means to send data to the internet, so this permission is not required to send data to the internet.
READ_PHONE_STATE Allows the app to access the phone features of the device. This permission allows the app to determine the phone number and device IDs, whether a call is active, and the remote number connected by a call.
