Labelled "Smart Call" on the device, this is the Samsung-side component behind the "Caller ID and spam protection" feature in the Galaxy Phone app. It is made by Samsung and signed by a Samsung OEM key that also signs the framework. It has no launcher entry in our sample and is not a Play-listed app; the user-facing controls live in the Phone app under More options, Settings, then "Caller ID and spam protection", where the toggle must be switched on and the terms of service and privacy policy accepted before anything happens. Samsung notes the feature may not be available on all carriers or models. The permissions recorded for it here show how it is wired up. It holds INTERNET, READ_PRIVILEGED_PHONE_STATE and WRITE_SECURE_SETTINGS, and it also declares permissions belonging to other lookup providers: com.hiya.star.hiyacustom and com.hiya.aegis.lookup_service.ACCESS for Hiya, whose com.hiya.star service is documented separately on this site and which Hiya itself describes as powering Samsung Smart Call, and com.ktcs.whowho.whowho.db.Permission.READ for whowho, a Korean caller-ID and call-blocking service. In other words this package is the Samsung front end that brokers between the dialler and whichever number-lookup provider applies in that market, rather than the lookup database itself. For Android Enterprise, EMM and kiosk fleets that brokering is the reason to care. When the feature is on, details of incoming numbers are looked up against an external provider, which is a data-protection question for regulated or privacy-sensitive deployments and is worth deciding deliberately rather than leaving to the user. Turning the setting off in the Phone app is the documented control and stops the lookups. Blocking the package instead is not something Samsung documents: we would expect it to remove the brokering component and the enhanced caller-ID and spam labelling with it, and not to affect placing or receiving calls, since the dialler and in-call packages that calling depends on are separate and covered separately on this site, but that is an inference rather than a sourced outcome. Test it on one device before applying widely. Version note: the builds observed here run from 13.0.10.4 to 18.0.00.2 with target SDKs from 31 to 36, so the package has been seen across several Android and One UI generations rather than on one release. There is a version-specific change nearby that is worth knowing about: Samsung documents AI Scam Detection as a separate Phone settings item available only on Galaxy phones running Android 16 with One UI 8.5 or higher, so the spam and scam controls a user sees in the Phone app differ by release. Samsung does not say whether that feature involves this package, and we could not source any change to Smart Call itself across versions, so treat the relationship between the two as unknown rather than assuming either way.
