A Samsung-named Wi-Fi resources package on Galaxy devices, and one of the family that includes com.samsung.android.wifi.resources, com.samsung.android.wifi.p2paware.resources and com.samsung.android.wifi.softap.resources, all documented separately on this site. It is a resources APK rather than an app: packages of this shape carry configuration values a system service reads at runtime, kept apart from the service code so that device makers can tune behaviour without changing the service. It has no launcher entry, is not user-facing in any observation here, carries a version name of 1.0 and declares no permissions. On this site it is Samsung-signed by a single consistent key that also signs the framework. The name points at Wi-Fi scan scheduling, which AOSP does make configurable. The Wi-Fi module's resources APK defines the schedules as arrays in config.xml: config_wifiDisconnectedScanIntervalScheduleSec is commented as an "Array describing scanning schedule in seconds when device is disconnected and screen is on", config_wifiConnectedScanIntervalScheduleSec is its connected counterpart, and both default to 20, 40, 80 and 160 seconds. Those keys sit inside the WifiCustomization overlayable, which is what makes them values a device maker can override rather than fixed constants. Samsung publishes no documentation for this package, so its exact contents could not be sourced and the reading above rests on the naming together with the AOSP equivalents. Worth knowing when you meet it in an inventory: this site records this package and com.samsung.android.wifi.increase.scan.interval.resources on exactly the same 29 Samsung models, with the same recorded size range, which is consistent with a matched pair shipped together so that the platform can apply a shorter or a longer scan cadence as conditions call for it. What selects between them is not documented by Samsung and could not be sourced here. Scan cadence is the usual trade-off between battery drain and how quickly a device notices a better access point, so it is a plausible thing for an OEM to tune, but this note does not establish the values either package holds. Version note: the Wi-Fi module is delivered in APEX format and is available for devices running Android 11 or higher, so from Android 11 Wi-Fi resources travel with that module. In our sample this package is recorded only on API 34 to 36 builds, that is Android 14 through Android 16, at version 1.0 throughout. Whether Samsung introduced it at a particular One UI or Android version, and whether older builds carried the same tuning inside a different package, could not be sourced. For Android Enterprise, EMM and kiosk use this is system Wi-Fi infrastructure rather than optional software, and it has no role in enrolment or policy. Wi-Fi services read their configuration from packages of this kind, so it should be left in place rather than added to a debloat list. If the goal is to control roaming or scanning behaviour on a fleet, that belongs in your Wi-Fi network design and your EMM's Wi-Fi policies, not in removing a resources package whose contents are undocumented.

• Signed by the device maker's own signing key (Samsung), so it is an OEM preinstall, and that single certificate is consistent across all 12 device profiles. It also signs the Android framework, so it is a platform-level key on its device(s). Inferred from the certificate appearing only on Samsung devices (580 packages, 11729 observations).
