The Samsung-named Wi-Fi resources package on Galaxy devices. It is a resources APK rather than an app: the ServiceWifiResources component carries the configuration values and overlayable defaults (config.xml and overlayable.xml) that Android's Wi-Fi service reads at runtime, kept in a package of its own so device makers can tune Wi-Fi behaviour with Runtime Resource Overlays without changing the Wi-Fi code. It has no launcher icon, is not user-facing in our sample, carries a version name of 1.0, and is Samsung-signed rather than signed with the framework key. The naming matters if you write overlays. AOSP builds this component as com.android.wifi.resources, the Wi-Fi module as delivered by Google carries the Google-named com.google.android.wifi.resources, and Galaxy devices carry this Samsung-named variant; all three are documented separately on this site. AOSP raises the trap for the Google case, warning that because its sample overlay app sets targetPackage to com.android.wifi.resources while the delivered APK is com.google.android.wifi.resources, an overlay must target the delivered name to work. The same care applies on a Galaxy device, where the delivered name is this Samsung one. The overlayable set is named WifiCustomization and may be targeted from the odm, product, system or vendor partitions. Version note: the Wi-Fi module (com.android.wifi) is in APEX format and is available for devices running Android 11 or higher, so from Android 11 the Wi-Fi resources travel with that module and are versioned alongside it. Which of the three package names a given device carries depends on whose build of the module it ships. The target SDK range recorded here runs from 31 to 37, consistent with a component that has tracked releases from Android 12 onward in our sample. For Android Enterprise, EMM and kiosk use this is system Wi-Fi infrastructure, not optional software, and it has no role in enrolment or policy. The Wi-Fi service reads its configuration from it, so it should be left in place rather than disabled or removed. To control what users can do with Wi-Fi, use your EMM's Wi-Fi configuration and restriction policies.

• Signed by the device maker's own signing key (Samsung), so it is an OEM preinstall, and that single certificate is consistent across all 22 device profiles. Inferred from the certificate appearing only on Samsung devices (81 packages, 1815 observations).
• Never reported as user-facing, so it runs as a background or system component rather than an app the user opens.
