Guidance
A Samsung-named Wi-Fi resources package on Galaxy devices covering Soft AP, the Android feature behind the mobile hotspot. It is a resources APK rather than an app, holding configuration values a system service reads at runtime rather than code a user runs, and it has no launcher icon and is not user-facing in our sample. It sits alongside com.samsung.android.wifi.resources and com.samsung.android.wifi.p2paware.resources, both documented separately on this site. AOSP describes Wi-Fi hotspot (Soft AP) as supporting tethered mode, where the device shares its connection through an access point it runs itself, and local-only mode, where an access point is brought up without internet sharing. It also states that device makers configure Soft AP behaviour through overlays on packages/modules/Wifi/service/ServiceWifiResources/res/values/config.xml, which is where the config_wifiSoftap* values such as the supported bands, channel lists and shutdown timeout live. AOSP keeps those values in its single resources APK, com.android.wifi.resources, under one overlayable named WifiCustomization; Samsung's builds carry this separate Soft AP resources package instead. Samsung does not publicly document its contents, so the exact values it holds could not be sourced. Provenance is worth a note. Unlike its two siblings, this package is not signed consistently across the devices in our sample: the site records it under two different Samsung keys, both of which it also records signing the framework package. It is also the only one of the three to declare a permission, POST_NOTIFICATIONS, which is unusual for a resources package; Samsung does not document why. Its target SDK range starts a release earlier than its siblings, at 30 rather than 31, running to 37. Version note: the Wi-Fi module is delivered in APEX format and is available for devices running Android 11 or higher, so from Android 11 the Wi-Fi resources travel with that module. Beyond that, the point at which Samsung introduced a separate Soft AP resources package could not be sourced. For Android Enterprise, EMM and kiosk use this is system Wi-Fi infrastructure with no role in enrolment or policy, and the hotspot configuration path reads from resources of this kind, so it should be left in place. Disabling it to stop users from running a hotspot is the wrong lever and risks affecting Wi-Fi behaviour more broadly. Use your EMM's tethering and hotspot restrictions instead, which are designed for exactly that and survive updates.

ADB commands for this package (the inverse of each is included so you can undo). Run from an authorised shell or wire the equivalent into your DPC. Verify on a test device first - this database doesn’t yet classify which packages are safe to change. --user 0 targets the current user; drop it (and use a privileged shell) to act device-wide.
