A Samsung-named Wi-Fi resources package on Galaxy devices, and the closest sibling of com.samsung.android.wifi.softap.resources, which is documented separately on this site. It is a resources APK rather than an app: packages of this shape carry configuration values that a system service reads at runtime, kept separate from the service code so device makers can tune behaviour with Runtime Resource Overlays. On this site it has no launcher icon, is not user-facing in any observation, carries a version name of 1.0 everywhere it has been seen, and measures roughly 13 to 17 KB, which is the size of a resource-only package rather than one containing code. The "softapwpathree" in the name reads as Soft AP plus WPA3, and there is a concrete AOSP mechanism it fits. AOSP states that device manufacturers configure Soft AP behaviour through overlays on packages/modules/Wifi/service/ServiceWifiResources/res/values/config.xml, and that file declares config_wifi_softap_sae_supported with a default of false. That name is also listed in the module's overlayable.xml inside the overlayable named WifiCustomization, so it is a value AOSP explicitly expects a device maker to override with an overlay. SAE, simultaneous authentication of equals, is what WPA3-Personal uses in place of the older pre-shared key, so a device that supports a WPA3 hotspot has to turn that flag on. That this particular package is the overlay that does so is a reasonable reading of the name and the mechanism rather than a documented fact: Samsung publishes no manifest or documentation for it, so the exact resources it carries could not be sourced. Provenance is worth a note, and it matches its Soft AP sibling rather than the other Samsung Wi-Fi resources packages. The site records it under two different Samsung keys rather than one, both of which it also records signing the framework package, and it declares a single permission, POST_NOTIFICATIONS, which is unusual for a resources package and which Samsung does not explain. Its target SDK range runs from 30 to 36. Version note: two release boundaries matter here. AOSP introduced support for WPA3 in Android 10, so a WPA3-specific overlay only has anything to say from that release onwards. The Wi-Fi module itself is delivered in APEX format and is available for devices running Android 11 or higher, so from Android 11 the Wi-Fi resources travel with that module and are versioned alongside it. The point at which Samsung split WPA3 Soft AP values into their own package could not be sourced. For Android Enterprise, EMM and kiosk use this is system Wi-Fi infrastructure rather than optional software, and it has no role in enrolment or policy. Disabling it would at best remove overlaid hotspot security values and at worst affect Soft AP behaviour in ways Samsung does not document, and it is the wrong lever for stopping users running a hotspot in any case. Use your EMM's tethering and hotspot restrictions for that, and leave this package in place.
