com.sec.android.app.setupwizardlegalprovider Copy

Labelled "SetupWizardLegalProvider" on the device, this is a small Samsung component that ships alongside the Samsung setup wizard above. It is signed by the same Samsung OEM key that signs the framework, has no launcher entry and no Play listing in our sample, and declares no permissions at all, which is typical of a package that only exposes content to other system components rather than doing work of its own. Its name points to it supplying legal or consent text for the setup wizard, but we have found no Samsung documentation that describes this package at all. That reading is an inference from the package name and from what it ships beside, not something we can source, and it should be treated as unverified. It is recorded here because it turns up in preinstalled-app audits and prompts the question. For Android Enterprise, EMM and kiosk work there is nothing to configure, and we found no source identifying any enrolment or management role for it. If it does feed the setup wizard, Samsung's warning about disabling that package on a device which has not yet been set up would be reason enough to leave this one alone too. We are deliberately not giving a disable rating, since we cannot source what breaks if it is removed.

• Signed by the device maker's own signing key (Samsung), so it is an OEM preinstall, but 2 different certificates appear across the fleet, so OEMs ship their own builds of it. It also signs the Android framework, so it is a platform-level key on its device(s). Inferred from the certificate appearing only on Samsung devices (493 packages, 7791 observations).
• Never reported as user-facing, so it runs as a background or system component rather than an app the user opens.
