Guidance

Disable with caution verified 13 Sep 2026

"DebugLoggerUI", a device-side log capture tool. Its permission set is the clearest evidence of what it does: it holds READ_LOGS, SET_DEBUG_APP, MANAGE_EXTERNAL_STORAGE and WRITE_MEDIA_STORAGE, runs a special-use foreground service, and can post notifications, control the status bar and draw over other apps. In short, it reads system logs and writes them to storage, and it is visible while doing so: users who notice it usually do so because of a persistent notification saying the DebugLoggerUI service is running. Community analysis describes it as logcat-like, weighted towards graphics and network logging including Bluetooth, and notes that on some devices it keeps running in the background when not in use. Attribution needs care. It ships on ranges built around MediaTek chipsets, including Blackview, CUBOT, OUKITEL, TCL and Newland in our sample, and it is widely described as MediaTek's MTKLogger tool carried over under a new package name from around Android 10. That rename could not be confirmed from a MediaTek source, so it is flagged here rather than asserted. In our sample the signer is the device maker's own platform key, including Samsung and OPPO keys, so the signer tells you who built the image rather than who wrote the tool. The builds recorded here all report version 6.2.0 with target SDKs of 31 to 36, and no change of role across Android releases could be sourced beyond the possible rename noted above. For Android Enterprise, EMM and kiosk use this is a data governance question more than a functional one. A tool that copies system, network and Bluetooth logs into device storage puts diagnostic detail somewhere your retention and access policies may not cover, and it consumes storage on hardware that often has little to spare. It is not user-facing on the devices recorded here, and what else on a build might depend on it could not be sourced. Where it has been turned off per user it has been reported as reversible by re-enabling it the same way. Against that, vendor support and RMA processes sometimes ask for exactly these logs, so agree that trade-off before disabling it across a fleet.

Package intelligence

Observed signing, permission, version and size signals from contributing devices - descriptive of that sample, not a verdict. These come from the v2 Package Search sync, which not every device has contributed to yet, so for some packages this detail is partial or not present at all.

PermissionDescription
BLUETOOTH Allows the app to view the configuration of the Bluetooth on the phone, and to make and accept connections with paired devices.
FOREGROUND_SERVICE Allows the app to make use of foreground services.
FOREGROUND_SERVICE_SPECIAL_USE Allows the app to make use of foreground services with the type "specialUse"
MANAGE_EXTERNAL_STORAGE Signature-level system permission, for platform-signed apps. docs ↗
MANAGE_USERS Signature or privileged system permission.
MODIFY_AUDIO_SETTINGS Allows the app to modify global audio settings such as volume and which speaker is used for output.
MODIFY_PHONE_STATE Signature or privileged system permission.
POST_NOTIFICATIONS Allows the app to show notifications
READ_LOGS Signature or privileged system permission.
RECEIVE_BOOT_COMPLETED Allows the app to have itself started as soon as the system has finished booting. This can make it take longer to start the phone and allow the app to slow down the overall phone by always running.
SET_DEBUG_APP Signature or privileged system permission.
START_FOREGROUND_SERVICES_FROM_BACKGROUND Signature or privileged system permission.
STATUS_BAR_SERVICE Signature-level system permission, for platform-signed apps.
SYSTEM_ALERT_WINDOW This app can appear on top of other apps or other parts of the screen. This may interfere with normal app usage and change the way that other apps appear.
VIBRATE Allows the app to control the vibrator.
WRITE_MEDIA_STORAGE Signature or privileged system permission.

Manage on devices

ADB commands for this package (the inverse of each is included so you can undo). Run from an authorised shell or wire the equivalent into your DPC. Verify on a test device first - this database doesn’t yet classify which packages are safe to change. --user 0 targets the current user; drop it (and use a privileged shell) to act device-wide.

Disable for the current user
adb shell pm disable-user --user 0 com.debug.loggerui
Remove for the current user - a per-user uninstall; the APK stays on /system, so Restore re-adds it (-k keeps app data)
adb shell pm uninstall -k --user 0 com.debug.loggerui
Re-enable
adb shell pm enable com.debug.loggerui
Restore (re-install for the current user)
adb shell pm install-existing com.debug.loggerui

Each record is a device profile (make + model + Android version). Each unique handset that syncs against a matching profile will increase the observations of a package, thereby increasing confidence that a package is expected to be on a device.
