This is Cross-Device Services, Google's closed-source implementation of Android's cross-device continuity and app-streaming features. It builds on the Companion Device Manager and Virtual Device Manager framework to let a phone stream its apps to, and share tasks with, a nearby device such as a Chromebook, so a user can carry on an activity (replying to a message, editing a list) on the other screen. It is signed by Google and is preloaded as a privileged system app on many devices, including Google, Motorola, Xiaomi, TCL and Zebra hardware in this database. Only a preinstalled privileged app can hold the app-streaming role, which is why this ships in the system image rather than being side-loaded. This is a version-gated feature: the underlying cross-device app-streaming framework was introduced in Android 13, so it is not relevant on earlier releases. The standalone "Cross-Device Services" Play Store listing was withdrawn in early 2024 according to third-party trackers, but the system component described here continues to ship preinstalled and to back cross-device functionality; we could not source an authoritative Google statement on the exact current feature set per Android version, so treat the specifics as version- and device-dependent. For Android Enterprise, EMM and kiosk fleets it is an optional convenience component, not a core system dependency. Disabling or removing it removes cross-device app streaming and related continuity between the phone and a paired device, which is often desirable on managed or kiosk devices where streaming a phone's apps to other hardware is unwanted for data-handling reasons. It does not affect standalone phone operation.

• Signed by Google's own signing key (the same key Google uses across devices), so it is a Google-provided preinstall that updates independently of the system image, though 2 different Google signing keys appear across the fleet. This certificate spans 7 device makes - the hallmark of a globally distributed Google key.
• Its largest observed manifest declares 77 permissions: 15 runtime (user-granted), 44 signature or system-level, 11 install-time and 7 vendor or uncatalogued. The signature/system share marks it as a privileged component, not an ordinary app.
• APK size ranges from 0.0 MB to 5.6 MB across the reporting device profiles, so the build differs substantially between them.
• Reported as an updated system app on 53 of 23 profiles - a newer build is installed over the one in the system image there.
