A Samsung Wi-Fi resources package on Galaxy devices, and a close sibling of com.samsung.android.wifi.softapwpathree.resources and the other Samsung Wi-Fi resources packages documented separately on this site. It is a resources APK rather than an app: packages of this shape carry configuration values that a system service reads at runtime, kept apart from the service code so device makers can tune behaviour with Runtime Resource Overlays. It has no label of its own beyond the package name, no launcher icon, declares no permissions, reports a version name of 1.0 everywhere it has been seen, and measures roughly 13 to 17 KB, which is the size of a resource-only package rather than one containing code. It is signed by a Samsung key that, unlike the key on most Samsung system apps, this site does not record signing the framework package. The "h2e" in the name maps onto a specific, documented AOSP value. SAE, simultaneous authentication of equals, is the handshake WPA3-Personal uses in place of the older pre-shared key, and Hash-to-Element is the later SAE variant for deriving the password element. The Wi-Fi module's resource configuration declares config_wifiSaeH2eSupported, commented "Indicates that SAE Hash-to-Element is supported on this device", with a default of false, and that same name is listed in the module's overlayable.xml inside the overlayable named WifiCustomization, so it is a value AOSP explicitly expects a device maker to override with an overlay. The overlay is not the only route, though: the Wi-Fi service reads that resource into WifiGlobals at construction and also exposes enableWpa3SaeH2eSupport(), documented in AOSP as a "Helper method to enable WPA3 SAE Hash-to-Element support based on the supplicant aidl version", so a device can end up with H2E enabled at runtime without the overlay setting it. That this particular package is an overlay carrying that value is a reasonable reading of the name and the mechanism rather than a documented fact: Samsung publishes no manifest or documentation for it, so the exact resources it carries could not be sourced. Version note: the release boundaries here are on the AOSP side. Android 10 introduced support for WPA3 and Wi-Fi Enhanced Open, and AOSP states that "Android 12 also supports WPA3 Hash-to-Element (H2E) authentication exchange", so an H2E-specific overlay only has anything to say from Android 12 onwards. That matches this site's data, where the package's lowest recorded target SDK is 31, which is Android 12. The Wi-Fi module is delivered in APEX format on devices running Android 11 or higher, so from that release its resources travel with the module and are versioned alongside it. The release in which the runtime enableWpa3SaeH2eSupport() path was added, and the point at which Samsung split H2E values into their own package, could neither be sourced. For Android Enterprise, EMM and kiosk use this is system Wi-Fi infrastructure rather than optional software, and it has no role in enrolment or policy. Disabling it would at best remove overlaid values and at worst affect how the device associates with WPA3 networks, in ways Samsung does not document; on a site whose access points require H2E that risks a connectivity failure rather than a tidy-up, though the runtime path above means the outcome cannot be predicted from the overlay alone. Leave it in place and manage Wi-Fi through your EMM's network configuration instead.
