This is a small, platform-signed system package rather than a normal app: it has no launcher icon or user-facing screen. Its name and the way it is described in developer reporting indicate it is a Runtime Resource Overlay (RRO) whose purpose is to switch on Android's Notes role by overriding the framework configuration flag config_enableDefaultNotes (which, per AOSP, is false by default). The Notes role (ROLE_NOTES) lets the user choose a default note-taking app that can be launched from the lock screen and can use the Capture Content for Notes APIs, for example to insert a screenshot into a note. Version note: the Notes role and the Capture Content for Notes APIs were introduced in Android 14, where config_enableDefaultNotes is false by default and the role had to be turned on manually (a "Force enable Notes role" developer option). Google gave the default-notes-app feature more prominence around Android 15. So the presence of this overlay points to an Android 14 or newer device on which the notes role has been opted into, and its exact effect is version- and OEM-dependent. For Android Enterprise, EMM and kiosk use it has no enrolment or management function. Disabling this overlay would turn off the default-notes-app capability rather than reclaim meaningful resources, so there is little to gain from touching it; leave it unless you specifically want to suppress the notes role.
