A "GMS config" package in the same family as the other com.google.android.overlay.gmsconfig entries documented on this site. Its name follows Android's Runtime Resource Overlay (RRO) convention: an RRO changes the resource values of a target package at runtime without altering the target's code, which lets a build carry its configuration separately from the component being configured. It has no launcher icon and is not something a user opens. The "personalsafety" suffix most likely refers to Google's Personal Safety app, recorded on this site as com.google.android.apps.safetyhub, which gathers Emergency SOS, emergency contacts and medical information, emergency location sharing, safety check-ins and crisis alerts in one place. That mapping is an inference from the naming rather than a documented fact: Google does not publish what the GMS config overlays target or what values they set, so the specific contents of any given build's copy cannot be sourced. Provenance is worth noting, because the name misleads. Despite the com.google.android prefix, in this site's sample it is signed by the device maker rather than by Google, across Xiaomi, Zebra Technologies, Motorola, Fairphone, Nothing, Crosscall, OUKITEL, TCL and others, and the version is uniformly reported as 1.0, which is a build marker rather than a meaningful release number. Version note: it is observed only from API 33 upwards in this sample, later than most of the gms-config family, which suggests a target that arrived after the others; that is an observation about this database's devices rather than a published introduction version, and no source establishes when Google added it. For Android Enterprise, EMM and kiosk use it has no role in enrolment or policy and exposes nothing interactive. Personal safety features on a managed device are controlled through the Personal Safety app itself and through EMM policy, not by removing an overlay, so disabling this offers no benefit and could change behaviour in ways that are specific to the device and hard to predict. Treat it as caution and leave it in place.
Package intelligence
Observed signing, permission, version and size signals from contributing devices - descriptive of that sample, not a verdict. These come from the v2 Package Search sync, which not every device has contributed to yet, so for some packages this detail is partial or not present at all.
- Re-signed by each device maker with its own platform key - 17 different certificates appear across 12 device makers in our sample. That is the signature of a stock AOSP/system package every OEM builds and signs itself, not a single maker's or a third party's preinstall.
- Never reported as user-facing, so it runs as a background or system component rather than an app the user opens.
Manage on devices
ADB commands for this package (the inverse of each is included so you can undo). Run from an authorised shell or wire the equivalent into your DPC. Verify on a test device first - this database doesn’t yet classify which packages are safe to change. --user 0 targets the current user; drop it (and use a privileged shell) to act device-wide.

Each record is a device profile (make + model + Android version). Each unique handset that syncs against a matching profile will increase the observations of a package, thereby increasing confidence that a package is expected to be on a device.
