System Wi-Fi resources, the Google-signed resources package delivered by the Wi-Fi Mainline module rather than an ordinary app. It is the resource APK listed in AOSP as ServiceWifiResourcesGoogle.apk, carried inside the Wi-Fi APEX alongside the framework and service libraries, and it holds the configuration values and overlayable defaults (config.xml and overlayable.xml) that Android's Wi-Fi service reads at runtime. Keeping them in a separate package is what lets device makers tune Wi-Fi behaviour with Runtime Resource Overlays without changing the Wi-Fi code. It has no launcher icon and is not user-facing. In our sample it is Google-signed, which matches AOSP's note that the module "is signed with a Google signature instead of a platform signature". The naming is a known trap. AOSP's source builds this component with the package name com.android.wifi.resources, documented separately on this site, while the resource APK the Wi-Fi module actually delivers is named com.google.android.wifi.resources. AOSP calls this out for anyone writing a Wi-Fi overlay: because the sample overlay app sets targetPackage to com.android.wifi.resources and the delivered APK has the Google package name, an overlay must set its targetPackage to com.google.android.wifi.resources to overlay Wi-Fi configurations successfully. The overlayable set is named WifiCustomization and may be targeted from the odm, product, system or vendor partitions; it covers values such as which bands the device supports and whether WEP and WPA-Personal are treated as deprecated. Version note: the Wi-Fi module (com.android.wifi) is in APEX format and is available for devices running Android 11 or higher, so from Android 11 this resources package is versioned with that module and can be patched through Google Play system updates independently of the base OS build. Which of the resources package names a given device carries depends on whose build of the module it ships: this Google-named one, the AOSP-named com.android.wifi.resources, or an OEM variant such as com.samsung.android.wifi.resources. For Android Enterprise, EMM and kiosk use this is system Wi-Fi infrastructure, not optional software, and it has no role in enrolment or policy. The Wi-Fi service reads its configuration from it, so it should be left in place rather than disabled or removed. To control what users can do with Wi-Fi, use the EMM's Wi-Fi configuration and restriction policies.

Package intelligence
Observed signing, permission, version and size signals from contributing devices - descriptive of that sample, not a verdict. These come from the v2 Package Search sync, which not every device has contributed to yet, so for some packages this detail is partial or not present at all.
- Signed by Google's own signing key (the same key Google uses across devices), so it is a Google-provided preinstall that updates independently of the system image, though 2 different Google signing keys appear across the fleet. This certificate spans 10 device makes - the hallmark of a globally distributed Google key.
- Never reported as user-facing, so it runs as a background or system component rather than an app the user opens.
Manage on devices
ADB commands for this package (the inverse of each is included so you can undo). Run from an authorised shell or wire the equivalent into your DPC. Verify on a test device first - this database doesn’t yet classify which packages are safe to change. --user 0 targets the current user; drop it (and use a privileged shell) to act device-wide.

Each record is a device profile (make + model + Android version). Each unique handset that syncs against a matching profile will increase the observations of a package, thereby increasing confidence that a package is expected to be on a device.
